Green Blog: A Bipartisan Vote Against European Air Fines

Approved unanimously on Saturday before Congress adjourned for a fall campaign hiatus, the Senate bill drew relatively little attention. It was the ?European Union Emissions Trading Scheme Prohibition Act of 2011,? the latest attempt to exempt American airlines from paying fees imposed by the European Union to cover the greenhouse gases their planes emit while flying to and from European airports.

The House passed a somewhat tougher bill last October. Because the bills have some differences, the final version will have to be sorted out later when Congress resumes work after the November elections.

The measure, which drew bipartisan sponsorship, is the latest salvo in the tug-of-war over whether American air carriers should pay what is essentially a carbon tax for flights to and from Europe under the European Emissions Trading System, which the aviation sector became a part of on Jan. 1. The regulatory framework had already applied to most other industries, including electricity providers and cement makers.

The Senate version of the bill, although more diplomatic than the House version, essentially gives the secretary of transportation the authority to tell airlines that they should not comply with Europe?s laws on emissions payments if he deems disobedience to be in the public interest.

The lawmakers argue that the American airlines should not pay the fines as a matter of national sovereignty, since some of the carbon dioxide emitted during the flights to and from Europe is emitted in United States or international airspace. Instead they favor a global approach to addressing fast-rising airline emissions, perhaps under the auspices of the International Civil Aviation Organization.

That body has been working on a policy to address those emissions for several years now, and the European Union says it has been too slow to act. The international agency?s next major assembly does not convene until September of next year.

China and India have also objected to Europe?s new rules, even threatening in some cases to limit European airlines? right to traverse their airspace in retaliation.

The burden of adjustment since the recession began has been carried by spending cuts, rather than changes to our tax system. There is ever-increasing acceptance that we will need to enter into a new funding programme when the IMF-EU deal runs out. This is further evidence of a giant policy-failure.

Those who advocate the policy of ?cut first, grow later? must now make themselves accountable. Will they admit that their austerity policy has failed, and that if it hasn?t worked so far, it is unlikely to somehow miraculously start delivering now?

Recent CSO and ESRI figures have shown that low- and middle-income earners have borne the brunt of fiscal adjustments and that Ireland is becoming a radically more unfair society as austerity deepens.

The first step in a major effort to tilt the balance would be the introduction to Ireland of a wealth tax. ?A wealth tax is a tax which is levied on the wealth held by a person or entity. The tax rate is typically a percentage of the taxpayer?s calculated net worth, and varies in proportion to that worth.

The Fine Gael-Labour coalition government introduced a wealth tax in 1975. We taxed annually at a rate of one per cent the net market value of the taxable wealth of individuals, discretionary trusts and non-private trading. When Fine Gael and Labour lost office in 1977? Fianna F?il abolished this tax. It was a tax that Labour had pushed hard to introduce, and wealth taxes would have been once been part of mainstream social-democratic thinking in Europe.

In many countries, wealth taxes have been another casualty of the neo-liberal consensus and euro-wide decline of social-democratic politics. However, France, Norway and Switzerland continue to levy wealth taxes, while Luxembourg applies a form of wealth tax on companies.

In France, the tax is worth ?4.4 billion a year. In tiny Luxembourg it is worth ?8 billion. According to the Minister for Finance, a wealth tax applied along the French model would raise ?500 million a year.? Over a five-year period it could be worth up to ?2.5 billion, which would remove the need for many cutbacks.? It should also be noted that there would be benefits in other tax areas. It would provide the Revenue Commissioners with a new audit-base to ensure compliance in areas like income tax and capital taxes.

I recently submitted a series of questions to the Minister for Finance on wealth-tax proposals. In a written response to me, he wrote: The Government does not propose at this time to introduce a wealth tax. There is a clamour now calling for growth measures. The new mantra is ?not just cuts, but growth too?. The problem is the cuts are killing the opportunities for growth. The cuts in the capital budget alone in budget 2012 cost 10,000 jobs, according to the Department of Finance. The increasing volume of research relating to inequality in Ireland shows that such cuts generate structural inequality and will damage our economic growth in the long run.

Unless we respond to the continuing crisis with measures on the revenue side which can help drive investment in the economy, we will be ignoring opportunities to confront the crisis. In the absence of political will, it may very well be left up to citizens to demand a wealth tax that is both economically prudent and socially fair. This campaign in Ireland would be following in the footsteps of the tax-justice movement elsewhere. Groups such as Community Platform and Reclaiming our Future have led the charge on this issue. They need now to be joined by other forces, including public representatives, to build a movement which will have to be listened to.

Syrian refugees clash with Jordanian police

AMMAN, Jordan (AP) ? Syrian refugees angry over harsh living conditions in their desert tent camp have clashed with Jordanian police.

A police official says about 150 refugees hurled stones at security officers, torched a tent and attacked the offices of a Jordanian charity responsible for the camp and a Moroccan field hospital. Twenty-six policemen were injured in the violence late Monday.

The official spoke on condition of anonymity because of the sensitivity of the issue.

The charity's spokesman, Zayed Hammad, says about 1,000 refugees were involved in the protest.

Syrian refugee Abu Nawras says police fired tear gas to disperse the protest. He says the protesters demanded improved conditions, better food and education for their children.

The Zaatari camp near the Syrian border is home to about 32,000 Syrian refugees.

CLEVELAND, Ohio (September 21, 2012)Women treated for breast cancer after menopause with aromatase inhibitors have very high levels of sexual difficulties, including low interest, insufficient lubrication, and pain with intercourse. It is an important and underestimated problem, say the authors of a study published online in Menopause, the journal of the North American Menopause Society.

The researchers from rebro University and Uppsala University in Sweden are the first to look at the impact of this type of breast cancer treatment on specific aspects of sexuality in postmenopausal women. Nearly three quarters of these women had insufficient lubrication, more than half (56%) had pain with intercourse, half said their sexual interest was low, and 42% were dissatisfied with their sex life, the study revealed. These percentages were far higher than for postmenopausal women who were not being treated for breast cancer. And although women taking tamoxifen for breast cancer also had low sexual interest and more pain with intercourse, they had significantly fewer difficulties than women taking aromatase inhibitors.

Aromatase inhibitors, which block formation of estrogen from other hormones in the body, may offer advantages in terms of preventing breast cancer recurrence and possibly in increasing survival, so they may be used more in the future. Unfortunately, effective treatment options for their sexual side effects are lacking, because too much estrogen may be absorbed from vaginal estrogen treatments, the authors pointed out. They called for more intensive study of the causes and impact of these side effects so we can improve breast cancer survivors' quality of life in the future.

The study will be published in the February 2013 print edition of Menopause.

Richmond's first ?Slut Walk? brings up sexual assualt awareness ...

RICHMOND, Va. (WTVR) ? To speak out against how sexual assault is viewed in today?s America, more than 170 people took to the streets today in Richmond?s first every ?Slut Walk.?? Their creed: ?Abolish the Blame: Bringing Awareness to Sexual Assault and Victim Blaming.?

Speaking through a loud speaker in front of dozens at Byrd Park, Sarah Boggs shared her story for the first time.

?I was raped by two boys in one night,? says Boggs to the crowd.? ?Hearing other people?s stories, telling them mine, it really helped a lot. ?It made me so much more comfortable telling my story.?

Saturday afternoon was Richmond?s first ever ?Slut Walk.?? After a march through the Fan District, survivors and supporters came together to talk about the main problem they see with how society views sexual assaults.

?The blame comes back on the victim, it should have nothing to do with what the victim is wearing, how old the victim is, what race the victim is,? says Kate Rush-Cook, who was a victim of sexual assault.

Organizers say the victim of sexual assault is often blamed for the attack because of the way the person dresses or acts.? It is a social stigma they want to change.

Jennifer Sublett, an assistant Commonwealth?s Attorney in Richmond, spoke at Saturday?s event.? She says sexual assault cases are the most difficult to prosecute.

?It?s always one person?s word against the other,? says Sublett.? ?It?s not about sexuality; it?s about vulnerability.?

Those in attendance brought signs to bring attention to the false idea that the way someone dresses makes them a target for sexual predators.

?Wearing a certain type of clothing isn?t going to stop it.? It isn?t going to stop a person,? says Dominique Lee, who is also a victim of sexual assault.

?I?ve heard people say that she?s going to be raped seeing a girl walk by.? People have to realize that that?s not okay,? says Boggs.

So to start changing this stigma, survivors stood by each other and shared their stories of pain as a sign of what they want to change.

?It?s not okay to blame the victim,? says Rush-Cook.

Although this was the first ?Slut Walk? in Richmond, it won?t be the last.? Organizers say they will continue to share their message by doing another Slut Walk next year.

Real Madrid coach Jose Mourinho has defended his decision to leave central defender Sergio Ramos out of the side that defeated Manchester City and hinted he was prepared to do the same when his side play Rayo Vallecano Sunday.

Ramos was left out Tuesday and replaced by Rafael Varene after Mourinho criticised his side for last weekend's defeat to Sevilla and many saw the move as a punishment for the defender, one of the strongest voices in the dressing room, reports Xinhua.

The move has also been seen as defending the Portuguese players in the Madrid squad, such as Cristiano Ronaldo and Pepe against the Spanish block, which also includes Xabi Alonso and Iker Casillas, but when asked about the decision, Mourinho was bullish in his reply Saturday.

"Doesn't Varene have the right to play?" he asked when questioned about Ramos. "Pepe and Varene, who played in the last game, did very well. They played it easy and simple and did well in the air. We conceded two goals, but neither was fault of the central defenders."

"Why did nobody talk about Varene being sad because he had not played and his talent has not been used," he said.

But he refused to say whether Ramos would play in Vallecas or not.

The Madrid coach also denied rumours of bad relations between the Spanish and the Portuguese players at the club.

"There is no conflict here," he said. "Everyone reacts how they react, but there is nothing more to it than that. The main thing is to score goals and win to keep everyone satisfied."

Israeli troops kill 3 militants on Egyptian border

JERUSALEM (AP) ? Israeli troops shot and killed three militants attempting to infiltrate the country from Egypt on Friday, thwarting a major terror attack, the military said.

Military spokeswoman Lt. Col. Avital Leibovich said the militants were armed with weapons and were wearing explosive belts and flak jackets. She said they opened fire on troops guarding a team of workers building a border fence between Israel and Egypt's lawless Sinai desert. The Israeli troops returned fire, killing the militants.

Egyptian intelligence officials said the attackers had crossed the border and that one of the three militants blew himself up inside Israel.

The Egyptian officials, speaking on condition of anonymity according to regulations, said an intelligence team had been dispatched to Israel to inspect the bodies of the militants and was looking to take them back to Egypt for further investigation. Egypt also boosted security on the Egyptian side of the border, they said.

No further details were immediately available.

The Israel-Egypt border has become increasingly volatile since the fall of longtime Egyptian ruler Hosni Mubarak in a popular uprising last year. Israel has repeatedly warned Egypt's new authorities of the deteriorating situation and the growing militancy in Sinai.

Militants have staged multiple attacks on a pipeline delivering gas from Egypt to Israel, frequently lobbed rockets into the Jewish state and have snuck across the border and killed Israelis.

One of the most brazen attacks came last year, when Palestinian militants crossed from Gaza into Sinai, made their way along the Israel-Egypt border, then crossed into Israel and attacked Israeli vehicles, killing eight people. Israeli forces, chasing the attackers, then killed six Egyptian troops ? an incident that increased tensions between the two countries.

And in August, Islamist gunmen brazenly killed 16 Egyptian soldiers before smashing through a fence into Israel. Egypt responded by launching an operation in the Sinai Peninsula, using tanks and troops against the militants.

Since Mubarak was toppled, Israel has allowed Egypt to send in more troops to Sinai to deal with the militant threat. Sinai has been mostly demilitarized according to the 1979 peace deal between the two countries.

Israel has issued several travel warnings to its citizens against visiting Sinai, based on information alleging that militant groups from the Gaza Strip were operating in the area and planning to attack or kidnap Israeli tourists.

Sinai has become increasingly lawless and dangerous, and al-Qaida-inspired groups are operating in the region.

Rebels down fighter jet in northern Syria: witness

AMMAN (Reuters) - Rebel fighters trying to oust President Bashar al-Assad shot down a fighter jet as it flew over the northern Syrian town of Atarib in Idlib province, a witness said.

The witness, an independent journalist who asked to remain anonymous, said rebel fighters were attacking a military base near the town when the jet flew over and rebels shot it down with anti-aircraft guns.

Vastly outgunned, rebels say they need surface-to-air missiles to take down planes and helicopters used by the Syrian military to bombard opposition strongholds.

Fighters use outdated anti-aircraft machine guns that are welded to pickup trucks but they are inaccurate and useless if the military aircraft fly above a certain altitude.

On August 27 fighters shot down a helicopter on the outskirts of Damascus and three days later rebels said they had brought down a jet in Idlib, near the Turkish border.

Activists say more than 27,000 people, mostly civilians, have been killed in the 18-month-old revolt in Syria, which began with peaceful street protests that provoked a military crackdown and mushroomed into civil war.

Despite calling for Assad to step down, the West is wary of arming disparate rebel groups.

Mexican Navy captures top drug boss "El Coss"

MEXICO CITY (Reuters) - The Mexican Navy has captured one of Mexico's most wanted drug bosses, the head of the Gulf Cartel, the government said late Wednesday, in the latest high-profile arrest in President Felipe Calderon's crackdown on organized crime.

The government said it would reveal more details about the capture of Jorge Costilla, alias "El Coss," early on Thursday. Such figures are often paraded in front of the media, handcuffed and dressed in flak jackets.

A government security source said Costilla was detained in Tampico in northeastern Mexico, where the cartel was active, without putting up a fight. The U.S. State Department had a reward of up to $5 million for Costilla's capture.

No other details were immediately available.

Last week, the Mexican Navy captured senior Gulf Cartel member Mario Cardenas, alias "Fatso," also in the northeastern state of Tamaulipas where Costilla was caught.

The cartel's power has waned during a feud with the brutal Zetas gang, which acted as enforcers for the Gulf Cartel before breaking with their employers. That conflict has caused some of the most sickening killings of the drug war.

There have been more than 55,000 drug-related deaths during Calderon's six-year offensive against cartels, and incoming President Enrique Pena Nieto has vowed to quickly reduce the number of beheadings and mass executions.

Pena Nieto takes office on December 1.

(AP) ? The public teachers' strike that has halted classwork and upset family routines across Chicago ground into a third day Wednesday with some movement reported by union and school board negotiators but no sign of an imminent deal.

Union leaders said they will meet Wednesday morning to review a new, comprehensive proposal from school board negotiators that addresses all the issues still on the table. The board has requested either a written response or a comprehensive counterproposal from the union.

But the teachers Tuesday were lowering expectations for an agreement, buoyed by energetic rallies in which even parents inconvenienced by the strike waved placards in support. Other unions were joining in, with school custodian representatives saying their members will walk off the job this week as well.

Board President David Vitale, the lead schools negotiator, said early in the day that a deal could be reached, but union President Karen Lewis and her colleagues emerged from the talks accusing the board of having dug in its heels with its new proposal. Among the biggest remaining issues are a new teacher evaluation system and a process for deciding which laid-off teachers can be rehired.

"There's been ? let's put it this way ? centimeters (of progress) and we're still kilometers apart," said Lewis, who earlier stated it was "lunacy" to think the issues could be wrapped up quickly.

School officials also took steps to prepare for a long haul, despite persistent assertions by Mayor Rahm Emanuel and others that the strike was "unnecessary" and could be resolved quickly. The school district in the country's third largest city announced that, beginning Thursday, the 147 drop-off centers where students can get free breakfast and a morning of supervision will be open six hours a day rather than four.

Vitale said late Tuesday that the two sides had held extensive discussions on the teacher evaluation system. But he questioned the seriousness of the union negotiators, noting that they had encouraged the protesting teachers to enjoy themselves at a rally during the day.

As the teachers walk the picket lines, they have been joined by parents who are scrambling to find a place for children to pass the time or for baby sitters. Mothers and fathers ? some with their kids in tow ? are marching with the teachers. Other parents are honking their encouragement from cars or planting yard signs that announce their support in English and Spanish.

Unions are still hallowed organizations in much of Chicago, and the teachers union holds a special place of honor in many households where children often grow up to join the same police, firefighter or trade unions as their parents and grandparents.

"I'm going to stay strong, behind the teachers," said the Rev. Michael Grant, who joined educators on the picket line Tuesday. "My son says he's proud; 'You are supporting my teacher.'"

But one question looming over the contract talks is whether parents will continue to stand behind teachers if students are left idle for days or weeks. That ticking clock could instill a sense of urgency in the ongoing negotiations.

Mary Bryan, the grandmother of two students at Shoop Academy on the city's far South Side, supports the teachers because she see "the frustration, the overwork they have." A protracted labor battle, she acknowledged, would "test the support" of many families.

Parents "should stick with them, but they might demand teachers go back to work," Bryan added.

To win friends, the union has engaged in something of a publicity campaign, telling parents repeatedly about problems with schools and the barriers that have made it more difficult to serve their kids. They cite classrooms that are stifling hot without air conditioning, important books that are unavailable and insufficient supplies of the basics, such as toilet paper.

"They've been keeping me informed about that for months and months," Grant said.

It was a shrewd tactic, said Robert Bruno, professor of labor and employment relations at the University of Illinois at Chicago.

"This union figured out they couldn't assume the public would be on their side, so they went out and actively engaged in getting parent support," Bruno said. "They worked like the devil to get it."

But, said some reform advocates, public opinion could swing against the union relatively soon if the dispute seems to carry on with no resolution in sight.

Juan Jose Gonzalez is the Chicago director for the education advocacy group Stand for Children, which has hundreds of parent volunteers and was instrumental in pushing legislative reforms in Illinois. He says parents "are all over the map" in terms of their support for teachers or the school district.

"Within a day or two, all parents are going to turn their ire toward the strike," Gonzalez said. "As parents see what the district offers and see the teachers not counterpropose, they will become increasingly frustrated with the grandstanding."

Already, there are some parents who don't understand why teachers would not readily accept a contract offering a 16 percent raise over four years ? far more than most American employers are giving in the aftermath of the Great Recession.

Rodney Espiritu, a stay-at-home dad whose 4-year-old son just started preschool, said the low test scores he's read about suggest teachers don't have "much of a foot to stand on."

In a telephone poll conducted Monday by the Chicago Sun-Times, nearly half of people surveyed said they supported the teachers union, compared with 39 percent who oppose the strike. Almost three-quarters of those polled regarded Emanuel's efforts to resolve the dispute as average, below average or poor. The poll of 500 registered voters had a margin of error of plus or minus 3.8 percentage points.

The iPod touch has the 5GHz WiFi band included and isn't special by itself, but the new iPod nano is noteworthy simply for showing up at all -- the inclusion of Bluetooth means a spin past the testing facility in addition to some wireless audio. We're still digging to see if the iPhone or new iPods have any surprises, although you can have a first-hand look through the source links.
